My experience is that it's semi-common. Not anywhere near the majority, but BD (and HD DVD) cases in general seem to be far more fragile than DVD cases are.

I picked up all the ADV Chevalier singles from TRSI a couple weeks back, all of them had slipcovers. (Volume 2 had the disc + slipcover inside the collector's box.) I might have just gotten lucky...
