This is going to be the difficult part in this whole thing. ARE devs going to make the PS4 version of a multiplat game better, even if they are able to? Sure it is possible that first party sony games my get all this extra spit and shine, but think it will be very difficult (politically) for devs to make PS4 versions of multiplat games significantly outshine xbox one versions, even if possible to do so.

I recall seeing from a few developers that mentioned using the PC for their lead development now, and then porting down to the consoles. I think that's going to be common given the x86 CPU's in both systems, which i'd imagine also means we see the benefits of the PS4 hardware be more apparent when scaling down.

Unless Microsoft throws a tantrum and throws down the cash gauntlet to make sure that developers are playing "fair". I don't mind competition but when the lack of capabilities of one of the consoles hinders the highest level of development of the same software on another console it pisses me off.
Even this new generation, where the specs of both consoles more closely resemble mid to low end gaming PC's. Personally, I don't think we'll see games purposely held back but i'm sure there will be plenty of conspiracy theorists for the entire generation, but I don't think that negatively of Microsoft, publishers, and developers to do it and expect other things like timed exclusives and DLC to be more common.

The only time I can ever think of this happening was the PS2/XB/GC era, and that was simply a result of PS2 having a dominant global market share.

There has also been talks of Massive shifting focus from the PlayStation 4 to Xbox One after pressure from Microsoft, something that our source denies.

Did you sit out the 360 generation? Unless a dev had an affinity for the PS3 (like Criterion), then generally 360 was the lead platform.

Both systems had their advantages, but the 360 was easier to program for and for most of the generation had a larger install base, which is what caused it to be the de facto lead platform for most games.
As others have noted. PC is the lead platform this gen.

Wait, what? For the first 5 years it was generally considered the PS3 was more powerful overall but harder to develop for. In that same time frame weren't PC gamers complaining because consoles became the lowest common denominator and lead platform(s)? It wasn't until a year or two ago where consoles really started to show their age and PC gaming took lead again. Or am I totally misremembering the last 7 years?

No, that's all true. (not sure about the PC gamers complaining, but I assume they're always complaining about something)
I'm just saying that "more powerful" wasn't as cut and dry as it is this time. The PS3 could push more FLOPS and was in the strictest terms more powerful, but 360 had a simpler architecture a better GPU and more RAM, so it had its own advantages. 360 was the de facto lead console but not because it was "the lowest common denominator", but rather because of its install base and the relative ease of its design.

Yeah, PS3 may have been more powerful in certain aspects, but the 360 was easier to program for.
This time, it seems that the PS4 is both more powerful (in more ways than last time), and easier to develop for that the XB1.

Between the power advantage, architecture advantage and install base advantage, I can't think of any reason PS4 (or PC) wouldn't be lead platform for multiplats.

Come June 9th I have a feeling we're going to see a bit more than game info. I remember Quantic Dream's "Sorcerer" stage demo that blew everyone away and wouldn't be surprised seeing something else along that line.

I don't really have the first idea what to expect for E3 from Sony other than playable Driveclub and Destiny, a video for The Last of Us, probably stage demos for The Order and Batman, something from Ubisoft (Crew?), and hopefully something new from Santa Monica, Guerrilla and/or Media Molecule. Oh, and indies.
I don't think the Last Guardian will be there, and I don't think they will announce anything new that's coming this fall (maybe for spring though). I also expect a delay for The Order.
Hopefully they'll give the Vita one last push. Ideally, they'd bundle it with the PS4 for $500.

They should give Planetside a solid push, especially after the success they've had with Warframe in the F2P space. But that's all contingent on 1) Sony having some marketing savvy, which they usually don't, and 2) the game being properly optimized on PS4, which will be tough because it's so CPU intensive and that isn't the PS4's strength.
Like you, I'm hopeful, and I suspect NeoGAF will put together a strong crew. I can pull you in if they do. I'll have to go with the Red Team regardless(Terran?) because of color blindness.

I'll have to go back to the Planetside web site and watch the primer again. The one part in the story was the mentioning of the beta. Would it be great to play the betas of destiny and Planetside at the same time to compare? Those two alone with The Order:1886 and possibly a driving game would keep me entertained for a long, long time.
