Must be regional. I'm on the east coast and have been signed in for the past hour. Logged off, saw your comment and tried to reconnect to see if it went down while I was playing, and I was able to.
Edited to add; Not sure if this has antthing to do with it, but the store was updated earlier, maybe you tried to sign in when that was happening?

By the end of July 3rd from the official FAQ:

Q: When will I have access to the Welcome Back Program?
A: The content offered as part of the Welcome Back Program is available for download today and will be available through July 3.

For new +ers and old +ers, PS is offering the bonus 3 months again through July 11th. Sign up for a year, get 15 months for their 1 year birthday.

I haven't started my free PSN+ trial yet. If I do that, and I decide to re-up before July 11 to take advantage of this, would it be added on to the end of my trial?

I might do this, but I haven't seen my 2 free months added yet. Still showing my original October end date on my free PSN+ games.

My daughter bought her own PS3 today. She was going to get it at Best Buy (CoD Black Ops bundle) with the $50 gift card, but found out K-mart had the same deal plus your choice of 2 games (out of 4 titles). She used to have a PSP so she already had a PSN account (even though she got rid of the PSP months ago), and when she logged into the store she had the "Welcome Back" choices for both PS3/PSP.

So not bad for $318.xx (after tax). A 160GB PS3, and CoD Black Ops, Killzone 2, Uncharted 2 GOTY, Infamous (download), and Little Big Planet (download).

Thanks for the bump all. Leaving town this afternoon and would have forgotten. Downloading Infamous and Dead Nation now.

Cool, so I got it all today and its installing Infamous and Wipeout HD.

Any cool themes or wallpapers I should look out for and get for free with the Plus while i got it? Also, Is there a way to filter to just show me the free games? I know you guys have mentioned some things are disocounted and if I can get the Burnout DLC cheap Id be all over that!

I'm forking over the $50 to become a Plus member. I decided that it is worthwhile plus I get an extra 3 months too.

it does not show on the games, you need to go to account management and then to transaction management then to services list, and that will show when your PS+ will expire/

Re: The Official PS3 thread - Aaaaannnnnnddddd we're back!

So I booted up the PS3 this morning to get my free month of PS+ because everything I've read indicated that the Welcome Back program goes through today (per the Playstation Blog: "This offer expires on Sunday, July 3rd") and couldn't find the Welcome Back section anywhere in the store. Looked through all the categories, did a search, still couldn't find anything. So I go to the Playstation forum and see that others are having the same problem. Here's one post:

Just got off the phone with Playstation Customer Service. They have indeed shut down the "Welcome Back" program. The customer service rep's explanation was that action had to be taken "by" July 3, and hence the last day to redeem was July 2. I explained how misleading that is. If you say "by" or "through" or "ends" or "expires", customers are going to expect that they have until the end of that specified date to redeem. This has lawsuit written all over it.
I already got my free games and probably wouldn't have used PS+ for much of anything, really, so I don't particularly care. But still, congrats to Sony for another epic fail.

I have a problem. My PS3 is mostly used for BD and when I turned it on today the first screen it showed after the startup screen asked me if I wished to have both audio and video through HDMI. My TV is an HD RPTV which only has component for video although I have audio through HDMI via my receiver. I mistakenly hit the x for yes and now it's completely blank and I can't get anything to show up on the screen. Is there any way for me to fix this. Please help if possible.

Hold your finger on the power button until something pops up on the screen.

EDIT: And if that doesn't work, try unplugging the HDMI cable first and try again. That should get it to auto detect.

Here's what it actually stated:

A: Access to the Welcome Back content will be expiring on July 3. Once this date has passed, the Welcome Back section in the PlayStation Store will be removed.

Seems pretty clear to me. "Passed" = after that date.
