I've had my sounds turned off for forever, but I kinda want to hear this siren. 
I used to go to tstotopix pretty regularly, but then there was the whole hacking controversy, and the posts seemed to get less frequent and less helpful, so now I just search when I have questions. I'm sure I'm missing out on stuff that way.
Plopper is the felon-fighting pig? I was wondering about him.
I'm still learning about the felons. I have two heroes fighting them, and two felons with one heart left freed up at the same time that I got one new felon. I figured I'd assign one hero to finish off one felon and one to fight the new guy. Otherwise both old felons would be finished off and I'd have two heroes to fight only one new felon. But when they finished, the third felon was gone, so maybe he escapes if he's not being engaged.
Just looked through TSTO addicts, and they're pretty excited about the pig. They also confirmed what I was suspecting, that visiting neighbors can tap on any of my buildings, not just the ones that have completed their tasks. My same ones seem to get tapped and some are long builds, so I figured that was the case. I guess that also means it doesn't matter which buildings I tap in someone else's town. I usually shoot for the long-task buildings, but here it doesn't matter since it doesn't affect the task. It's also probably more annoying when I don't tap in the center of the town.
Addicts also mentioned that I get more rods for tapping one of my buildings after my neighbor has tapped it, so I guess I should always go for the center of town and work out.

TSTO Addicts rates Plopper on par with Akira, as far as bang for your donut goes. He has 60 minute and 4/8/12 hour tasks. His 8 hour one earns carbon rods and his felon fighting time is only 3 hours, compared to Homer and Fallout Boy's 4 hour tasks. His silo also generates money. C'mon. It's Spider-pig!
Yeah, seems like every building is open game for neighbors with this event. Because of that I've been tapping my brown houses for the first time in ages.

I just unlocked Clownface. Having done that and his first (only?) 6 second task, it said to check back on February 24th. So it doesn't appear that you automatically start the next "issue" when you get him. Still collecting those rods...

Thanks to those who tapped on my town so I could hear the siren (same as tapping on Burns prison). I have it turned back off now. 
I don't have Fruitbat, but I had another Felon on the way and my heroes already engaged in two, so I went ahead and splurged on the pig. It's probably a good thing I did because it did NOT ask to confirm my spend. I know that's always a concern when they add levels, but up till now I've rarely had that option turn off. So I got the pig and then switched my confirm spend back on. Better now than inadvertently rushing some inconsequential task as I probably do once a week or so.
I started the pig on his quest line then remembered that I wanted him to fight my felon so I had to store then bring back the silo.
I'm getting a real false sense of accomplishment from tapping my brown houses and even the Simpsons house.

I apologize if people who haven't collected the first wave of prizes think this sounds like bragging, but I was in kind of a funny spot in that I wasn't sure I'd be able to collect enough rods before tonight's deadline to get the donut prize. I'd still tap criminals, of course, but the question was whether I should visit neighbors or save them to get an early start on the second issue tomorrow. I decided to go all out today and deal with the second issue later. I'd finished the first set of prizes and then I added the pig so I figured I had a good shot at it. I think at this point I'm going to make it but we'll see. Oddly, it doesn't look like there's an option to flat-out-buy either rods or crystals.

I'll have to see if I am on track or how far behind I am.
I have 10058 carbon rods now.. My Super Squad HQ is at level 6. I need 20 more crystals to upgrade it to level .
I have 2 criminals running around town. One down to 1 heart, the other has all 3. Though both are currently in a fight. I just have Homer and Fallout Boy.

Well my Siuper Hero Squad at the moment i think is 10. I managed to complete all the 1st tier missions and even managed to get a Super Bonus of 3 donuts. I started tier 2 this morning and at around 2500 pies so far. Should be able to get all these in no time easy enough. I have also run through about 4 criminals so far and have a couple running around at the moment. Enjoying the special event. I am trying to save up money to buy 2 of the most expensive items (10,000,000 each). Once i have them i will rest a little. Getting around 1,000,000 cash a day now from tasks....so will let the cash build up.

The felons still confuse me. This morning the kid had finished his fight with one this morning, and he still had a fist left, and Homer had finished, and he still had a fist left. I assigned Homer to another fight, then the other felon disappeared, leaving Fallout Boy with no one to fight. Not sure if they have to be assigned in a certain order, or if I missed something or what.

you have to fight the felon 3x to defeat him. Tap on the new prison for more felons every 5? hours.

That's the thing--I'm pretty sure I hadn't fought him three times yet but he disappeared. I could be wrong, though.

Worked a little bit more on my town tonight. Got my Gold Navy building and my Super Hero Squadron incorporated into my shopping center with my other skyscrapers and got my strip club next to the plant and away from the school. Got my Christmas village all put together and did a few more decos too. Gotta get my Creepy Section put together in the lower right of my town and get my mansion laid out and decorated with walls and nice yards and what not. Cleaned up over 50 pieces of litter. Digging this superhero event, bout halfway to earning the bank. Anybody bought the pig? What do you think of him?

Looks like pig. Oinks like a pig. Can fight felons, but doesn't have a costume. Has an 8hr task that produces event currency while he runs up and down the side of his silo.
If you watch the show and love the character, he may be more impressive. As someone who's never seen him before, I find the lizard villain more interesting. His event currency task has him rampaging through Springfield.

How do people have 30,000+ pie bombs already? I've been playing every day and I'm only at 7500, and I don't see how I'll get enough to earn all three rewards.

Hacks most likely. Either hacking the donuts to buy the prizes or hacking the event currency. Sometimes people will even collect the currencies that haven't unlocked yet.

I got the bank last night and i am around 20,000 pies at the moment. I am limiting playing to twice a day and setting as many on 24 tasks as possible. Busy week, but it seems getting the prizes won't be too much of a hassle.
