I think it was on Retronauts they were discussing it, and more in regards to Wii VC, but I'm sure it applies to XBLA. It would seem things like getting an ESRB rating (and the equivalent in other countries) are surprisingly expensive (to some). I think well over $10k was stated. Basically, it came down to if a game was only going to sell a small number of copies, say 5,000, then it wouldn't be worth releasing it. Such is the way of the world.

Personally I'd put my $10 down as a vote to convince Treasure to go through with the XBLA version of Radiant Silvergun they hinted at. Of course, Microsoft would probably deny that in favor of their upcoming XBLA versions of Wife Swap and America's Top Model.
