My understanding is, Amazon is not accepting shipments on non priority items from 3rd party sellers to their warehouses. So if you are a 3rd party seller and you are using fulfilled via Amazon (Prime), you package your stuff up and send to Amazon warehouse, then they distribute when it's sold. (This is that problem where counterfeit SD cards end up sold by Amazon themselves).
Anyway, any non priority items already at an Amazon warehouse can still be purchased and will be shipped.
At least that's what I think is happening.

You are correct, though it’s not just limited to third-party sellers.
As a consequence of that decision, though, Amazon will be limiting both vendors (direct Amazon suppliers) and independent sellers from sending any products that don’t match those categories to Amazon warehouses until April 5th. Sellers will be able to continue relying on Amazon to sell and ship any inventory that’s currently at fulfillment centers. But once that runs out, they won’t be able to rely on Amazon to store their goods, restock inventory, or fulfill orders.
Any items currently en route to Amazon’s fulfillment centers will still be accepted, and the existing stocks already at the warehouses mean that shortages might not be apparent immediately. But the policy means that non-essential items won’t be able to be restocked for weeks, which means that it’ll only be a matter of time before supply starts to run out.

Just picked up Christopher Robin which had dropped to $7.96.
When checking out, I was given the option of a $3 digital credit for using the slower shipping option.
When going back to the main site, I noticed that offer highlighted in a banner at the top so it must be a promotion on all orders and not just select ones.

Yeah, it's kinda on the higher end of prices I've seen. I got it for around $33 from the UK. But, if a person really needs it, why not.
Also, side note. Amazon is currently giving $3 digital credit for shipping delay preferences. Up from $1. So, take advantage while you can. Won't last I'm sure.

I don't know if this is the right place to mention it, but I just got an e-mail that four of my orders, -including two that were scheduled for late April, -are being sent Friday. So some people may get things sooner than promised.
