Have you tried going to your Download List from the drop-down menu next to your Gamertag on the store webpage?

The free crossbuy Vita games are never in the PS+ list on the PS4. You have to search the game name to find them. I downloaded Titan Attacks on Tuesday and it worked fine for me.

Plants vs. Zombies: Garden Warfare on PS4, Mirror's Edge on PS3 and Need for Speed: Most Wanted on Vita will all available for free on the PlayStation Store for the length of PlayStation Experience.
