You get it from doing one of the Deadric Quests. For that one you have to be level 10 or higher. I'm at work and don't remember the specific shrine to go to. I'm pretty sure it's near Skingrad.

Okay so I finally bribed a begger enough to find out where to join the Thieves Guild. I set out on the joining mission but the stupid girl got the journal before I did. It sounds like I have to sneak into her house and steal it while she sleeps though. I'm not even sure where she lives, so assuming I don't get it in time am I screwed or will they offer a similar quest again?

You have to either get the book first, or steal it from her. The quest won't be offered again. I don't know where she lives because I got to it first when I went through it.

just talk to some of the "bums" and they will tell you where she lives, you then have till midnight, she lives right by where you met for the guild. Its in a chest in her house. get it when she leaves her house. pretty easy

You need to have glow dust, I believe before you get the quest. If you talk to the statue without it, it says you don't have the proper offering.

Yeah, that's the one. I did it last week sometime and didn't remember. Have fun finding a will-o-wisp to kill to get the glow dust. I'm pretty sure one of the Mage's Guild has one you can steal too.

Some of the shops sell glow dust. As well as different people in the mages guild in different cities.
Those adoring fan videos were awesome. What staff is that that makes a corrupted clone? I need that staff.

FYI, The Sideways Cavern to the East of Kvatch might have a Will of the Wisp guarding it. It's always guarded by 2-3 monsters (chosen based on your level). Go to the farm nearby (there's a Settlement quest you can do if you search the table in the main room) and save before you walk over to the cavern. If you don't see a will of the wisp, just keep reloading until one shows up. I've noticed that if you save and the monster area isn't in your immediate area of awareness, then you can get different mosters when you reload the same save game.
That cavern also has quite a bit of magical loot (or it did for me). Quite a lot of strong monsters too though. Took me 3 or 4 visits before my character was strong enough to get through it. Watch your back when you get to the end of that quest though.

Does anyone have any tips for a hapless Mage for fighting Ghosts or Wraiths? I'm having a very hard time with these things.
Either they silence me, which leaves me unable to cast spells, or they drain my strength, which leaves me unable to move. I'm sure there are spells that exist to counter act their spells, but I don't know what they are.
Right now their presence is keeping me from completing two quests that I'd really like to finish, so any help would be greatly appreciated.

Try to get some dispel potions. If you can find some silence scrolls or potions, you could try silencing them before they do it to you too.
Keep moving backwards and side to side so their spells miss you if you can. I've found that the firebolt spell works if somewhat slowly. You need a magical weapon in order to hit them (doesn't have to have a charge, just needs to be magical). Other things are to lure them into areas where you have more room to move around in, also try to only attract one ghost at a time, or try to run away with only one fighting you so you don't get piled on.
Mostly I just keep hitting them with a flame related ranged attack and dodge. I lucked out with a particularly bad nest when I found a choke point they couldn't seem to get past that gave me cover and allowed me to slowly burn them to a puddle of ectoplasm.
I've hit this same wall several times myself. Sometimes I find a way around it, other times I decide to come back when I'm better prepared. Good luck!

Now, at level 21 i find myself making potions that restore health (7 points a second over 30 seconds), restore magicka, various elemental resistance potions to be pretty useful. By far the most common thing i make, carry, and use a good deal are the poisons. I always enter battle with a sneak attack with a poisoned sword. Sometimes the poison silences or paralyzes but the most common one i use damages health and magicka over like 20 seconds. This can kill some baddies regeneration ability or make it so a tough creature i can poison and run from while it slowly dies on its own. Pairing these poisons with a good bow that has a magic effect and a magic arrow is particularly nasty. I took out one mean bad guy when i was low health by using a bow with shock and burden damage, an arrow that did fire damage, and a poison that paralyzed for 3 seconds. The paralysis let me pump a good 2 more arrows into him. I might have even been able to pause and repoison a second arrow if i needed.
Granted, i wish i had not taken it as a primary ability merely because it is a pain in the ass to level up. However with my penchant for collecting every plant i come across and stealing absolutely everything from homes and shops it has been useful. I think my alchemy skill is something like 64 right now. I just wish i could find some more expert alchemy gear, i think i only have an expert calcinator with the other 3 being apprentice (or novice whichever is higher).

Hmmm. OK, I need to look at those potions again. Maybe I was misreading them. I thought the "xx seconds" meant it was only good for that long, not that it kept adding every second for that long. That makes a lot more sense.
I tried the poisoning thing, but it never seemed to do much good for me. I guess I'll try it again tonight.

My speed is close to maxed out, my swordsmanship is close to maxed out, if you give me a dagger or shortsword it looks like I'm a chef going at a tomato with a ginsu knife. Most enemies don't last long.

So, what should be in Elder Scrolls 5?
I'd like to be able to leave a "calling card" as a thief. Say, a bottle of ale or a nightshade flower.
Also, NPCs don't react to you if you're drunk. I know in other games they do.
And of course, co-op with a party of up to 4 players. I'll leave it to Bethesda to figure out the specifics.

How do you poison the arrows? I chose marksmen as a primary skill but truthfully haven't found much use in it as the arrows don't do much damage. This might change that.
Also any idea how to get more magicka? I've been raising my Intelligence and willpower, besides that is there any way to permenently add magic?
