The solution seems pretty simple.
(1) Set up a committee that decides which category a show belongs in.
(2) Reserve the right to challenge the category a show is submitted in. For example, if The Bear submits as a comedy and the committee challenges, the producers have to justify the submission.

That is correct. HoD S1 was nominated in 2023 for Outstanding Drama Series (no acting awards). Season 2 started in late June, so won't be eligible until 2025.

They swept the 2020 Emmys. The Covid awards where the Emmys were delivered to everyone's houses.

That's right, Shogun became the first series of any sort (Drama. Limited Series or Comedy) to win 14 Emmys in a single season. That's as of tonight, with the technical awards. The "real" telecast is next week where it's favored to win Series, Actor, Actress, Supporting Actor, Writing and Directing (and could win Supporting Actress as well). It could end up with 20 or 21 wins!

Speaking of records, The Bear set the single season Comedy wins last year with 10. After winning 7 awards yesterday (including Guest Actor and Guest Actress for Jon Bernthal and Jamie Lee Curtis, respectively), it seems poised to shatter that record next weekend, being favored to win Actor, Actress, Supporting Actor, Writing, Directing and Comedy Series. It could also win Supporting Actress.

I binge watched Slow Horses recently and you could make a make stronger case for Gary Oldman being in the comedy category, he's nominated for best actor in drama, than you could Jeremy Allen White.
