OK so the DVDTalk Top 5 looks like this:

1. Archie Bunker
2. Homer Simpson
3. Tony Soprano
4. Lucy Ricardo
5. Al Bundy

Very good list but interesting that they're all sit-com characters save for Tony.

I tend to like supporting characters, and want to add:

George, Prince of Wales (the Prince Regent on Blackadder III)
Vir Cotto and Lennier (from Babylon 5)
Moya and Talyn for being "character" ships (Farscape)

Edit: Can't believe I left Eric Cartman off my list, but he should be there somewhere.

I was never a Happy Days guy myself but I was surprised not to see more Arthur Fonzarelli in this thread.

BTW, Estelle Getty's character's name in Golden Girls was Sofia.
