Apparently, that's been Braga's desire all along, to have a series about a team of people who go around bouncing back and forth in time, cleaning up temporal messes (which is why he wrote so much of that kind of stuff for Voyager, like that lame two parter with Ed Begley.)

This was, from what I can tell, the marriage of two dispirate and generally conflicteing premises (prequel with historical accuracy vs. Trek Back To The Future), which is a major reason it's such a train wreck.
