Does it do it in all players? Have you tried to play it in your computer? I have had this problem with double layer discs played in my Denon, but plys the feature parts of the disc fine.

I believe Cinema Center was a division of CBS now owned by Paramount. Considering Paramount's history with releasing library titles highly unlikely this will see the light of day.

Paramount currently owns the rights to the Betty Boops, having acquired the Republic/ NTA library. They also own the old Terrytoons (Mighty Mouse) via the CBS library. Maybe they need to be pestered...
