There is definitely some horrible audio sync on these episodes. I don't think it is just the first episode but many, if not all. I just compared the Netflix episodes and they do not suffer this...

I remember paying $100.00 a season for TNG on DVD at Best Buy release week back in the day. So, yea, getting the Blu-ray for $60.00 sounds like a great deal to me,:-)
