The "padded" scenes were probably shot at the same time as all the others but were not used for the official episodes. At a later date , for the "padded" episodes these scenes were reinstated.

I've never noticed any cuts in the Fawlty Towers set nor have I heard of any cuts to it. Besides , Fawlty Towers is a BBC product , not A&E. I find all the BBC box sets to be of excellent quality.
