Yeah, as seen in The Avengers he can willingly turn into Hulk and retain control over Hulk, but if he unwillingly turns into Hulk then he has no control (like during the Helicarrier attack).

We actually kind of saw that in The Incredible Hulk as well. He retained control over himself during the Abomination battle because he willingly turned into Hulk then. That was never explicitly said during the movie, but looking back retroactively it does make sense.

But I still don't really understand why anything that gets his heart rate up is considered bad and will turn him into Hulk. Exercise gets your heart rate up. So exercise is bad, and Banner will turn into Hulk just by exercising? Looking at porn on the internet can get your heart rate up. So Banner can't even look at porn? The heart rate thing doesn't make sense. There are plenty of things that get your heart rate up that aren't "bad."
