EVERY movie cover about a tornado is going to have a freaking tornado on it. I don't see how those are blantant copies of each other. There are some on there that really don't look enough a like either, and some that are obvious.
this was especially bad for animated disney movies like hercules and mulan, that had knock offs in stores near the time of disney's release in theaters.

Brandon Lee is dead and they didn't have much in promo photos before his death. Even in 'the Crow' you see repeat shots made to look like they were different scenes.

it was for the first run of the bull durham special editions. MGM was doing this often. Offering a special slipcover for the first few months. Usual Suspects, Thelma & Louise come to mind as well. Since then they not only have discontinued the slipcover, but the special edition, even though it carries the same UPC. Don't order online, go to the store, as the SE can still be had on some shelves. I also see the slipcover in used shops on occasion.
