I know you're asking for the DVDs, but I think Crunchyroll has streaming eps of subbed Harlock and Space Galaxy 999. I dunno for sure, I've avoided the place since the original fansub controversy, but might be worth checking out.
edited to add: I should add that these streaming eps are officially licensed from Toei, just to clarify.

It still amazes me that they actually dubbed a Doraemon show, aired it on Disney XD no less, and I guess because it's a kids show they never released it. Heck my kids want to rewatch Yokai Watch and they're out of luck.
