IndieGogo has two funding models. Fixed Funding is similar to Kickstarter: the project creator only gets the funds if the project reaches its goal. Flexible Funding, however, gives the creator funds whether or not they reach their goal.

Chloe's project was Flexible Funding, so she was getting the money as it came in, minus IndieGogo's cut. Presumably she must've taken some money out of the Paypal account as it was going on in order to not have enough in the account to refund everyone (assuming both Paypal's and IndieGogo's fees were refunded as well).
IndieGogo is just a platform for raising awareness of the fundraising. It's similar to Kickstarter in that sense, since Kickstarter does very little itself aside from hosting the project page. It's a little more problematic though in that they use Paypal, which pays instantly, instead of Amazon Payments, which allows for the delayed payment at the end of the Kickstarter.

Addendum to my previous post, I just found this about funding on IndieGogo:

So the safest* method is to pay via credit card (not through paypal).
*Note that this only makes the campaigns as safe as Kickstarter, in that the project creators don't get your money until the campaign ends, meaning there's time for people to sniff out potential problems and/or fraud. With both IndieGogo and Kickstarter, once the campaign has ended successfully, you're pretty much on your own.

So living as a guy in real life, but with a female online persona. Lies about a bizarre life-threatening illness to raise money to have penis inverted. Gets shut down on that front, but not before running with some of the money. Threatens suicide to keep double life a secret. Either attempts suicide anyway, or pretends to attempt suicide for attention, resulting in double life becoming public. Maybe Lindsey Lohan can play him/her in the Lifetime movie.

Allistair Pinsof of Destructoid has written a post claiming that Chloe is transgender, and was raising the funds for sex reassignment surgery. He claims she had threatened suicide if he told anyone, which is why he kept quiet until now.

I talked to Chris from The Indiestone, and confided in him. I figured since he said something along the lines of "Who cares if she's scamming or not, she's still provided us with a fun game for free, that justifies everything", that he would be understanding, since I wasn't actually scamming anyone. He wasn't as understanding as I had hoped, and he let me know how betrayed he felt. He said he understood, but I really don't think he did.
I have apologized. I’ve been apologizing since before the campaign even ended, I just keep getting drowned out by the people who seem to be speaking for me (like Allistair).
But of course, if you do take into account the surgery being life saving (which I am inclined to say my personal health situation being irrelevant), then there were no false pretenses. People donated money to A) save someone’s life, which they were, and B) because they enjoyed a free game that they liked, which they did, should the rest of the story really matter? And I didn’t scam anyone, I didn’t make any money off of this, in fact, I’ve lost money because of it. You could go so far as saying I attempted to scam people, that’s your personal call, it’s all in what you consider to be a scam.
