according to that map, the city itself is the size of the entire world combined, so it should be plenty large.

That would be my argument. Just Cause 2 is a fine game, and lots of fun ('specially in 3D), but the game world doesn't pack in anywhere near the level of detail in a GTA game. Generic structures are basically copy pasted into soulless villages and towns, forests are painted into the landscape without much care, and the landscapes in general lack character. Some of the big military complexes are an exception to this.

I think Los Santos will be comparable to the size of Liberty City in GTA IV, maybe a little smaller. There also look to be about 4 or 5 small towns.
