The downloadable content compiled in the GOTY edition is hit-and-miss (mostly very good), but the Broken Steel add-on essentially makes it so you can explore the "desert" and achieve added missions afterwards. That's something you can't do with the core game, so you can plan on spending an extra $10 if you're going to want to meander around and barrel through the extra quests after you finish the game.
$27.99 for Fallout 3 and Broken Steel alone is well worth it. But again, who knows when the GOTY edition will trickle down in price.

Was expecting (hoping?) ACII to be $30, which was what I paid for #1 in the GB. Pass.

If it's set up like it should be then the addon content will run from the disc thereby saving you the hard drive space of installing those updates which would be pretty useful for someone with a 20 gb hard drive
