Just be advised that the GOTY has a serious bug - it's something about how you can't cure vampirism.
However, for that price, I guess you can't go wrong. The original game and Shivering Isles expansion are $60 combined.

It's an apparently crappy RTS-like game, with anime-like characters and vampires set in WW2. Or something like that. There's a demo on the marketplace if you want to try it out before you buy.
This and Soul Nomad were on sale a while ago, and despite being a JRPG freak, I passed on both because of the lackluster reviews.

Correction, not RTS, TBS...turn based strategy like Shining Force or FFT. I tried the demo, I wanted to like it because I'm looking for a good turn based strategy...but this wasn't it. Graphics were poor, because it's WWII based the classes aren't as differentiated as they are in a fantasy game, and I know nothing about weapons so I don't know if an M16 is better than a Garand or whatever. I was disappointed.
