It's probably hard to measure precisely. However, I think you would be safe in saying they are both equally easy to develop for based on their PC-like architecture. The PS2 is difficult to develop for because it uses a unique processor that relies on two built in vector units. This is compared to the standard processor and graphics chip architecture on both the Xbox and Gamecube which is more familiar to developers.

I think it would depend on who you ask. If you ask a PC dev team which is easier, they will tell you hands down, the XBOX, since it's based off Direct X, and they're used to writing that stuff.

From what I've read, those used to writing to non-DirectX consoles found the Gamecube a dream to work on.

More likely the reason has to do with Rare's last few games (Jet Force Gemini, Banjo Tooie, CBFD, etc.) not selling as well as Nintendo had expected.

Nah, that's why you don't like Microsoft. Microsoft is no different than Sony. Sony has thrown around plenty of money for exclusives (GTA, Tomb Raider, Square, etc.). In fact, Nintendo is not above handing out money hats either (Resident Evil series). The only difference is that Nintendo seems content to be a successful, profitable third in the console race. They're focused on selling first party games to their core fan base and thus, unwilling to pursue many third party exclusives. There is nothing wrong with that strategy.

Very possible. More likely, it's a combination of many factors including the ones you mention.

Microsoft is no different than Sony. Sony has thrown around plenty of money for exclusives (GTA, Tomb Raider, Square, etc.). In fact, Nintendo is not above handing out money hats either (Resident Evil series).
I just feel that it's different when one company has more than the other 2 combined. It just seems kinda wrong to me. Whatever. I don't really feel like having this argument again. Not today at least.
