Kirk. He's the only one who didn't go batshit.
Janeway went batshit since the premier episode.

Sisko was the greatest captain because he was able to do what was necessary to protect the Federation. He understood that there is a price to paradise that is paid for by the people on the frontier.

Picard seemed to have to run all of his ideas through a committee instead of making the decisions on his own. Sure, Kirk had Bones and Spock, but he seemed to more more or less already had a decision made and just wanted backup from his friends.

It's a pretty easy choice between Picard and Kirk when you watch Generations. The whole movie you see Picard crying about his nephew, and then when Kirk shows up you wake up and go, "Oh, there's a movie happening!" Granted, it sucked, but Kirk is definitely the highlight.
Similarly, when Spock prime is onscreen in Star Trek '09, you sit up and pay attention.

I don't know for sure but DS9 from about season 3 onwards, it became pretty serialized, with long story arcs. That makes syndication harder. From what I remember, DS9's original ratings were fine, on par with Voyager's, and it was never in danger of being cancelled. *cough cough* Enterprise.
Deep Space Nine spent most of its lifetime as the number one syndicated first-run show on television despite its falling number of viewers. Even when it became a near-serial show (usually, long-term serial shows are ratings disasters -- witness Babylon 5) airing in prime-time in less than 60 percent of the nation, DS9 managed well over a 4.0 average in its final two years. As a general rule, a syndicated show needs to maintain a 3.0 to be successful, DS9 always maintained that despite the strikes against it. Look at the other sci-fi shows similar to DS9: Earth: Final Conflict is regarded as a decent show ratings-wise, staying in the lower 3.0 range and Babylon 5 is the hot potato of science fiction television -- it's done so poorly that no one wants to hold on to it.
As a serial, more cultish television show, DS9 is right behind the X-Files on the all-time list of successes even with extreme disadvantages.

And of course that saw about long-term arcs being ratings poison was received wisdom back in the '90s, but starting with Buffy and picking up with 24 and Lost, we know what bullshit that was.

Picard is the best actor and you've got to worry about Kirk around your girl. Kirk has the best resume though, probably saved the universe the most times.

For all the horrible episodes they made during the first & second seasons, I do think Archer had the best transition of any of the captains. He went from a happy-go-lucky goof ball to a total badass willing to torture, attack, & steal to complete his mission.

I remember an old interview in which Ron Moore said something along the lines of, "You see Sisko at the table with these two imposing Klingons (Worf and Martok, in season 5 or 6, I think) and Avery's the badass of the room".
Obviously paraphrasing, but that was the idea.

I just zipped through and finished watching all the 7 seasons of DS9 and I have to say, I have new found respect for Sisko. He can certainly kick both Kirk & Picard's asses and did things those 2 would never do. But I have to say, Picard is still my fav captain.
