Agreed on Over There, that is about Iraq and it was not created by Bochco, exclusively.

Trial By Jury was a cop show...although most of it took place in the court room.

Doogie Howser was a cop show? It's been too many years for me to remember, but I thought it was a medical show.

EDIT: Gotcha, it didn't need to be a cop show.

That's not a cop show. TBJ was about the DA's office and the defense/defendant. It fails for the same reason as Matlock.

"Cop shows" is the theme. Every answer was not required to be a cop show.
