The only reason I remembered Police Squad! was set in CA was because of the part at the Angels game in the first Naked Gun. Also, it seemed too obvious for the comedy question.

According to Wikipedia, the setting of the show is a bit of a mystery:

"There is a map of the New York City area, as well as a map of Downtown Chicago hanging in Police Squad Headquarters, making the true location of the series a mystery. In one episode, Ed and Drebin are seen looking at a group of thumbtacks in a map of Minneapolis."
