A Doctor Who reboot might be interesting if it's done right.
What they would need to do is go into it with a solid plan and coherent backstory, using original elements like Cybermen, Daleks, The Master, The Timelords, the Guardians, etc., and allow them to reintroduce all of these like they're new. Maybe mix a few things up so it's interesting for audiences familiar with the Who mythos. (Though I wouldn't change the Police Box TARDIS, the theme music, and the English Doctor.)

Yes, because American sci-fi is vapid and low budget compared to British sci-fi

No real reason on why, but Fox has passed on a 13 episode series of Torchwood. Tranter says that negotiations are underway with other US networks though.

Can somebody explain why this is even necessary? Why not just produce another series through BBC and export it?

The Beeb has already commissioned another UK series after Children of Earth was a RESOUNDING success on both the BBC and on BBC America here. They were just trying to branch out. I hope they keep it in the 5-episode format because that worked brilliantly!

I thought I read recently (last weeks TV Guide?) that the BBC has no plans for another Torchwood season.

I'm sure they could explain it away by saying the US made some sort of pact with the UK to share and expand the Torchwood program (US dollars + UK experience?) after all the recent worldwide alien scares in recent years (assuming they are staying in the UK 'Whoniverse' canon).

However, in the beginning of the series, Harkness says that Torchwood is "separate from the government, outside the police, and beyond the United Nations."

Given that, it's possible Torchwood branches have been established in other countries.

I thought I read it had been picked up by the BBC for a 4th series. I had just assumed discussions with Fox were an avenue they were looking at broaden the market and cost share at the same time. My assumption is that they were one and the same. Perhaps BBC will just choose to proceed by themselves now.

Torchwood will be returning in summer 2011. The fourth season (10 episodes) will air on BBC One and on Starz in America. Best news is that John Barrowman and Eve Myles will be returning. So I guess this effectively kills the American version.

I found this interesting (from the above article):
The new series will have a more international flavor, which will be evident with the addition of new cast members to be announced soon.

Interview with Davies:
http://livefeed.hollywoodreporter.co...ies-.html#more
It will be co-financed with Starz and the BBC, and there will be a larger budget involved.
THR: What's the new "Torchwood" like?
Davies: It's very much the next step. It's not a new version, it's not a reboot. We're simply moving countries. The show was previously a format show -- monster of the week. The breakthrough was "Children of Earth" and that it became one long story. It's not going to be 'Lost' and take 20 years to find out what's going on. It's going to have a most remarkable conclusion after 10 episodes.
THR: This was set up at Fox, what happened there?
Davies: We had a brilliant relationship with them. Thanks to them we were allowed to develop it and take it to Starz -- some networks don't allow you to do that, you know. They were very gracious. They have their new Steven Spielberg series ("Terra Nova"). Starz was waiting for us with open arms.
THR: Being on Starz would also allow you to have more grown-up content.
Davies: We're simply going to tell a good story. I wrote the pilot 7 months ago irregardless of network. BBC1 is a prime-time channel, but a brave channel. I don't worry about content.
THR: In "Torchwood" people know aliens exist. I take it that will be true in the United States as well?
Davies: Yes, in the "Torchwood" universe, you're in a place where aliens long ago went public. It's like with terrorists. We all know terrorists exist, but if you found yourself in a room with one, you'd be in for a profound shock. You're never in a position where you take it for granted. I absolutely guarantee that you can leap in as a new viewer and be able to find everything.
