He turned good when he got the "miracle" cure for his liver and was given the second chance of life. He went evil again during the ep a few weeks ago when Lex was split into his good & bad counterparts and bad Lex really f'ed with Lionel.

No explanation for the hair though.

Move the story forward a little !! Its playing out to be like a soap opera, delta story increment/episode.
I think the writers idea of moving the story forward was Lex' little bit at the end about witholding the info they found for medical research and Jane Seymore lying on the ground in pane from the poison. If this is how they get rid of her after this whole story arc, that is just lame.

No explanation for the hair though.
I think he is growing it out but couldn't someone in the styling department have said something to John Glover?
Maybe he was wandering Luthor labs (this seasons plot device) and got some Kryptonite hair?

That was absolutely craptastic (Ha - just saw that Patman said "craptacular") - except for the part w/ Lionel, the poison, Dr. Quinn and the antidote - but the rest was rank.
