From: Bartertown due to it having a better economy than where I really live.
but the phoenix accelerated at a slower rate than later ships so the dampners would be less important

Even if it took them a full minute to go to warp (which it didn't), they would need to accellerate at over 11 million miles per second for a full minute. You still need inertial dampeners or you are a spot on the back of the ship....which wouldn't survive either.

I have an easy three-step system that if done properly will let you understand:

1) Find a copy of Star Trek: The Next Generation Technical Manual
2) Hit yourself over the head with it for a full five minutes
3) Go outside
