Once again, I think you're applying real-world morality to a fantasy element. Sounds like you're against the death penalty and would prefer that criminals undergo rehabilitation. In the real world, I would side with you.

However, in the context of Buffy, I don't think anyone wants to see a show about a Vampire Muzzler. She's fighting vampires - evil demons - they're not human. The show doesn't work (and would not be on the air) if she killed humans. Besides, Buffy doesn't have the resources to insert chips. And, no one wants to see a show about the Initiative.

Prefer the chip over death? I'll take free will.

Wood glanced into his rearview mirror at Spike, so he should have known he was a vampire sooner.

However, I think Spike was pretty slouched down, so maybe he didn't see him.
