After playing around with my first car (Civic), and spending quite a pretty penny on souping it up, I stopped because it was just too expensive. When you stop and consider the different things you can do to stock cars nowadays (intake, headers, exhaust, engine, transmission, tires, wheels, strut bars, NOS, springs, chipping, spoilers, ground effects, etc.), it was just WAY too expensive a hobby for me. Then my car got stolen, so I ended up buying a car that, stock, was much more powerful anyway. And it's still stock. And I'm fine with that.

It's easier and cheaper to take a fast car and make it somewhat faster, than it is to take a slow car and make it equally as fast.
By the time you make that Civic look like the ones in the photos you posted and make it fast enough to take down Camaros and Mustangs, you'll be staring down a $20,000 hole easy. And, you'll still have a 1993 Civic, worth about $3500.
Twenty large isn't a ton of money for a car, but you can get some really nice, really fast used cars for that price. You can find Vettes and Porsches (911s and 928s too) all day long for that price. You could roll around in a Mercedes-Benz. If you're looking for attention or respect, there are better cars for your money. If you look hard enough, you might even find a car that will appreciate instead of depreciate.
Then again, if you don't have money to throw down a bottomless pit, you don't need to be modifying cars. Given your adversion to paying rent and other grown-up bills because you'll never see that money again, I can't say I completely understand.
I'm telling you again, you are one of the most irresponsible people I know, and your thought process looks about like mine did when I was 16.

Have you gotten your S-Class license yet? I got my A, B, and C class licenses in a short amount of time after I got the game but I've had a hell of a time getting the S-class license.

Street racing is just a test of who is the biggest risk-taker, not who is the better driver or has the better car. I still bet I could take your Civic in either one of my cars, on the street, on the track, or at the drag strip.

Since that's an engine transplant, you're automatically in the modified class. There's absolutely no way in hell this car (even with the $28,000 in mods listed above and stripped) would be competitive. This is a typical car in modified class:
