PAL, VGA and NTSC

PAL, VGA and NTSC

Ok still a bit confused about the whole PAL R2 dvd thing. Ok say I make my pc-dvdrom region free can it pay PAL discs? can PAL be displayed properly on a VGA monitor? and if so what if i take s-video out to my NTSC TV will that work? what actually converts the PAL signal my monitor or the decoder card?

So i can play on the monitor and maybe on my tv if the s-video out offers a conversion. hmmm, how do i know for sure? (the s-video part that is) is there a utility that i can download?

PAL DVDs will display just fine on a computer monitor... whether or not this will work from your PCs video card to your TV I'm not sure about. I've asked this question myself with no satisfying answer.
