PAL, VGA and NTSC

Ok still a bit confused about the whole PAL R2 dvd thing. Ok say I make my pc-dvdrom region free can it pay PAL discs? can PAL be displayed properly on a VGA monitor? and if so what if i take s-video out to my NTSC TV will that work? what actually converts the PAL signal my monitor or the decoder card?

I think the following thread answers some of your questions: link

FWIW, if you search for pal* or ntsc in this forum you'll probably find a few threads of interest.

PAL DVDs will display just fine on a computer monitor... whether or not this will work from your PCs video card to your TV I'm not sure about. I've asked this question myself with no satisfying answer.
