I was going to recommend Cube as well, but I think for some people it drags at times.
Vidocq probably fits what you are looking for, but it might be difficult to find as a rental.
Jacob's Ladder didn't come to mind until I saw it in my own listing but I believe this fits everything you are looking for and should be easy to find.
Others that come to mind
Zero Effect
Proof of Life

Well, if you haven't seen it already, I'd highly recommend the David Lynch masterpiece, Mulholland Dr.

1. nothing slow (not that i dont like them just not right now), ala boondock saints
2. good story line that makes you think, ala donnie darko
3. doesnt have to be american movie, ala the celebration
4. no crappy acting or cheesy scripts (unless its on purpose), ala orange county
(i do love jack black though)
the examples used were all blind buys that would fall into each catergory. take a look at my collection in the sign. below (guzzlefish) to see if i have your prescribed medicine.
thanks! i will comment on whatever i pick asap.

From: Bruce Campbell invented the internet...and pants.
Army of Darkness:Boomstick Edition (or the R3 if you can, better source material, or even the 2-disc LE. They are a bargain on fleabay nowadays).
Equilibrium (I personally REALLY enjoyed this).
Any of the Stargate:SG-1 box sets (fun, fun, and more fun)
And if you can swing it, the Nightmare on Elm St. box set (well done).
Best of luck.

By far the best films on your shortlist are Amores Perros and Mulholland Drive, without a doubt.

Mulholland Dr. all the way

Or if you're in the mood for some nice Lynch-istic TV: Twin Peaks Season 1. So good, and yet soooo cheap!

The only two on the above list that I know about are "Dressed To Kill" & "Flirting" which was one of my earlier suggestions. "Dressed To Kill" is a very good De Palma film with some action, blood, & nudity & sex & humor. "Flirting" is a rather unknown film about coming of age set in Australia. (It is an Australian film) It has a special place in my heart because I can identify with the main characters a lot. It is about romance & loss.

Probably already seen, but suggest anyway: Office Space
Since you like Jack Black:
High Fidelity
Saving Silverman
Joe Dirt - Comedy
Leon, The Professional - Action
Rounders - Drama (?)
