In a visual medium like comics 90% of a character's popularity is dictated by the artist who came up with the design. In most cases the bulk of credit should go to the artist unless the writer/editor literally dictated what visual elements would go into the character.
Even with Wolverine, he was basically a shell of a character in his first appearance in Hulk, with an almost completely different design and concept. That's not to say that there needs to be a movie end credits list for created by but if we're talking popularity, it is often not just about the original design.

I don't know if I believe that. Wolverine was a cool design and nothing more. It was the writers that fleshed him out and made him a character. Deadpool same thing.
Len Wein, Chris Claremont, John Byrne all had more to do with creating the "character" of Wolverine more than Thomas.

I disagree with this, particularly with characters that change in design over time... and while a design in a visual medium can make a character stand out the writing really helps them stay relevant, IMHO (and I know this is delving into Stan Lee vs. Kirby talk).
