It's the artist's fault. If you're commissioned to paint a book cover, you are expected to leave the top third of the composition empty space. This painting made use of the whole canvas. It's a great composition without the text, but they knew before they started that the text was going to be put there.

It wouldn't look too bad if it only had the title and bullet, without all of the other text cluttering it up.

Unfortunately, DC has a bad habit of taking really great covers and then letting someone in the advertising or art department ruin them with a bunch of copy, like this cover for Hellblazer #280 featuring John's niece Gemma by Simon Bisley, which was itself a homage to Glenn Fabry's cover for Hellblazer #60.
