Where do you get your old NES, SNES, Sega, etc. games?

Funcoland (now owned by Babbages/Barnes and Noble) is the best B&M store where you can tangibly get cartridges. They may not have them in stock, but you may be surprised by what they do have in stock. And most are cheapo unless you are looking for something like Chrono Trigger which seems to be a collector's item.
Update: You should check Gamespot.com and check for the game you are looking for, then click on that game and do a check around your area code for any Funcoland (or other store) that may have it. Just because Gamespot.com does not have it doesn't mean the stores won't. I find this tool invaluable when looking for old games. It is usually pretty spot on as well.

Pretty much anywere but eBay. People get out of pocket for NES. For the most part, you can find the general games for around a buck at "It's About Games" in the Pittsburgh area.
