Of any point in time: PS2 with like 130 games.
I don't have it anymore though.
Now would be PS4 with about 20 games.
I mostly PC game these days. Have over 420 games on Steam.

As far as physical copies go, undoubtedly the original Xbox. I seem to remember the final tally being north of 70 discs, although that admittedly did include a few demos. The Xbox was my dominant console that gen (didn't have a PS2; the GameCube was basically a Mario Kart box), so it didn't have the divided focus I've had since. Plus I bought damned near everything that caught my eye, many of which I hardly touched. I was a little late to the party as well, so that's over the course of just 3 years and a bit of change.
I've bought many more games this generation, but that's over the course of nearly twice as many years and multiple consoles.

I don't collect physical games anymore so I have like maybe 10 or so PS4 games at one time. I sell or trade them when I'm done. I hang on to the first party Nintendo Switch stuff I like so maybe 15 or so Switch games.
At one time I had around 1400 Nintendo Wii games when I was working on a complete collection.

All time would be the Dreamcast. I was single and had extra money to burn. Fast forward to twenty years later, married, with a kid, so the correct answer would be the Nintendo Switch.

I like hearing all the routes people took to their various conclusions.
As a kid, I probably had 20 Nintendo games, or so, I'd have to think hard on all what I had, though. Had maybe a dozen SNES games. My hunch, and I'd have to check, is the PS3.
I got into the PS3 in 2011 thanks to a bunch of you all, though most of them aren't around here very much anymore, sadly. It's possible I have 25 games or so, nearly all bought on super sale or used. If it looked like it would he fine and under $20, I'd give it a shot. A few games, too, purchased to play with you all, so those add up, and this is also when o started on the Battlefield train.
I like my PS4 but gaming has slowed down for me. Not as much time as I used to have and the big factor is a lot of the people I had so much fun playing with in the PS3 days aren't playing the games I'm playing now and I miss that connection. I have some great games I haven't even opened yet like Spider-Man. Maybe this weekend.

PC for sure thanks to Steam sales. After that, PS4 thanks to PSN+ freebies for the last however many years it's been.

We have other systems, but not nearly as many discs or cartridges for each of them.
But this also doesn't include all the games we have on our Xbox with Gold and Gamepass, nor my wife's massive Steam collection, of which 2-3 games get played most of the time.

No idea honestly, but when you factor in all the free games from PS+ it would probably be PS4 for me.

Digital: XB1, thanks to sales, Gold, and the fact that digital wasn't that huge tlll the 360 gen.
Disc: Probably close to a tie between 360, PS2, and Atari 7800 (including 2600 backcompat games). I recall the PS2 era as being a heyday of game deals, at least for me.

Physical: 97 games for the NES. 133 if I count Famicom carts as well.
Digital: 143 Xbox 360 games, largely thanks to GwG. If freebies didn't count, then it would probably be the 3DS up next with 86 games.

Physical:
either GameCube (though have no idea where games or cube are), but probably 360 (though every one I care to play, I rebought digitally on One)
Digital + Physical:
Xbox One (though only a few physical. Most digital. I guess 200 or just under combined. I almost refuse to buy physical ever anymore.)

It's a toss up between the PS3 and the PS4. Physical games has the PS3 coming out on top. Purchased games has the PS4 winning. Total games, which include "freebies" from PS+, I think the PS4 would win. Not too sure on that, though. Wikipedia shows 630 PS3 games, 642 PS4 games. I have all of the PS4 games, almost all the PS3 games.

Probably my PS1. I have a huge library of games spanning exclusives from two regions. The appeal for me is arcade collections and other retro junk that finally started to see home release around the fifth generation. The PS1 has a lot of solid remake titles and enhanced ports as well.
No digital-only games for me. I don't use any such services.
I still have (and occasionally play) Double Dash. Although my GC is more for modding, and gross abuse of the Game Boy Player peripheral.
