It is possible that MS would be willing to pay a billion for Konami's entire software library. When you figure Metal Gear, Silent Hill, Castlevania, Contra, Soccer, Dance Dance Revolution .... might be worth it.
Call of Duty and Grand Theft Auto both print money for Activision and Rockstar. GTA V is one of the best selling games of all time and the game's purchasable content (money to use in GTA Online) is consistently the best selling "add-ons" in both the PlayStation and Xbox stores across both last-gen and current-gen. Call of Duty: Advanced Warfare has sold over 20M copies over the five platforms its on and users continue to purchase the game's season pass (another $50) and the in-game content (such as camos, extra supply drops, etc). While COD has more merchandise out there than GTA, I would argue those two franchises would easily cost $1B+ to acquire.

... but back to the topic at hand ...

Yeah, Silent Hill is only worth millions, not billions. The game doesn't have the name recognition it used to have after the past few games and films have "sullied" the franchise. The same would go for most Konami franchises. If Microsoft and Sony payed "billions" to acquire all of Konami's franchises, studios, etc; then yeah, that makes sense. For a single franchise that's nearly good as dead? Yeah, no.

Shocking I know but this has been confirmed to be a fake rumor.

I clearly suggested those are the two that would most likely be purchased for that high of a price, but could easily tank if the genre died out, thus high risk. Think Mortal Kombat/Street Fighter in the mid 90s.

Call of Duty I could see happening but I don't see GTA ever dieing out. Open world games are here to stay and Rockstar was always very careful with that franchise.

No one thought Halo would shit the bed as bad as it did last year, but here we are. It doesn't take much to sink a franchise. If Halo 5 launches broken...

It'll probably be fine because people don't seem to mind torture if the promise of a working product comes down the line? If Halo dies out it's because people are finally tired of it. The series literally puts me to sleep these days.

It is weird to think how awful these games have sold. Out of all of the "horror" franchises, Silent Hills was easily the creepiest, most immersive, and genuinely terrifying.

I tried to play P.T. but noped right out of it after about 10 minutes. I think I tried one more time and again, didn't last long. That's some creepy-ass shit.

Too bad Silent Hills fell apart. It could have been legendary if it followed the same style (without being stuck in that particular environment.)

Did you erase it? Cuz it's a rare item now. A rare... digital item. That's weird to say.

Nope, it's still on my PS4.

If anyone wants to pay me a ridiculous amount of money for it, let me know.

Dude. I'm sure there's some dumbshit out there that'll bite.

EDIT: Supposedly this one has it.
