Edited to Add: I just passed the Fertilizer target, have 11300 Corn, and 6100 DNA, and just got Dr. Robert. For right now, I'm not worried about Corn and am concentrating on earning DNA. Those characters who don't have a DNA task are available to help with the side tasks, like Burns' Money Mountain. The only thing I need to determine is if I'm willing to have a character who can earn DNA get sidetracked into the new Dr. Robert thread. Fortunately it's only Homer, Lisa, Dr Robert, and 4 random Springfielders... several of whom have no DNA/Corn/Fertilizer generating tasks:

I have a few I'm letting linger, like "Make so-and-so do something" that I know won't accomplish anything.
I admit I've been working on the Dr Robert and Doris quests even though I know I should be earning currency. Fortunately I'm on a part of Doris' story where I can use non-event-earners. And I don't mind skipping corn tasks.

Yeah, that's annoying. I wonder if it's not a leveling thing but just happened to hit everyone at the same time regardless of how much they'd finished. I'd say just ignore it until it's fixed.

For the next 2 weeks, I'm going to let the Money Mountain and Lunch Lady tasks sit idle unless I can move them along with a character that isn't involved in grinding more event currency for me. Everyone in Springfield that can generate Fertilizer, DNA, Corn, or the new Act 3 currency will be too busy doing that against the clock for me to afford sending them off on other tasks. Those other quest lines will still be there later - but the Terwilliger tasks won't.
Since I've hit my Fertilizer target, and since none of the other craftable items that use Fertilizer actually /do/ anything for my town, I'm shifting my priorities. Springfielders will generate DNA first, Corn second, and Fertilizer third. When the new currency arrives, that will move to the top of the pecking order. I'm holding off on redeeming my Fertilizer for the Farmer's Market because I want to see what other craftable items are revealed with Act 3 drops... but if it's like Acts 1 & 2, I am not expecting to need to harvest much more Fertilizer.
The folks at TSTO Addicts seem to agree...
Which Items Should I Stock Up On for Act 3 Crafting?
Corn and DNA. A new crafting currency will be introduced with Act 3, but stock up on as much Corn and DNA as you can for Act 3 (but still craft the Gas and Grub if that’s an item you want).
During Act 3 Fertilizer will not be as hot a commodity as it was during Acts 1 and 2. So still earn it (because you’ll need it) but if a character can earn corn or DNA in addition to Fertilizer send them on the Corn/DNA tasks (as long as you’ve already crafted the Farmer’s Market. If you haven’t crafted the Farmer’s Market keep grinding Fertilizer until you have it all).
Will Anything Be Upgradable?
The Opera House will be Upgradable once Act 3 starts. However, as of right now you won’t need Fertilizer or Corn to upgrade it. The Opera House is upgraded by DNA and the new crafting Currency.
Upgrading the Opera House (remember can’t be done until Act 3 starts), will unlock tasks for characters to earn the new crafting currency.

Yeah, the patch seems to have fixed money mountain but not the other issues. I also was able to get the visit-friends-then-upgrade thing.
I've reconfigured my strategy to emphasize DNA and corn. Seems weird, especially considering I've been up to my ears (ha ha) in corn so far, but we'll see what happens in act 3. I now have enough to craft both the farmers' market and Gas and Grub, but I'll wait to see what else is available.

I picked up enough DNA to get the Gas N Gulp, and I went ahead and got the Farmers Market on Saturday. With Act 3 scheduled to start Tuesday morning I'm gonna hold off on dropping any more mutant seeds until then to increase my likelihood of getting "new" currency with them.

Yeah, I dropped some random seeds the other day and then realized I should've held off till Act 3. I almost held off on neighbor visits today but wanted to get one more donut bonus.
After getting minnow ponds and such in my mystery box, I got 10 donuts today.

My "WANT" list (no particular order) is:

F8250 + C2500 Sani-John Smokehouse (will look great at Cletus' farm, and 300 vanity points is huge)
The nice thing is that both of these take DIFFERENT craft currencies, so saving/spending to get one will have zero impact on the other.
And if I have currency to spend before the event ends:
D4500 + F8250 Welcome Bob Sign

It was kind of a nightmare scenario for me, as I had to throw everyone on a one-hour task (mostly useless since only the fertilizer ones earned me currency) while I waited for more clones. But I'm glad I didn't start assigning on other tasks since a number can now earn masks.
I did have enough stuff to go ahead and craft the Gas and Grub and farmers' market, and both of those accomplishments rewarded me in music notes.

I just upgraded the Opera House to Level 3 and got the first set of seats. They're twice as big as I had expected, so I'm NOT going to need to save up for 4 of them... two will do quite nicely.
I've updated my NEED/WANT list above. With 14 days I'm confident that the Houseboat will be mine, though I'm going to be spending currency for the immediate future on upgrading the Opera House. I'm hoping to get to Level 9 fairly rapidly, because that'll turn 5 or 6 groups of characters loose on Mask-earning tasks of lengths down to 1 hour.

The funny thing is that some of the peripheral crafting items I'm interested in--the smokehouse and the Bob sign--require me to build up more fertilizer, while I still have plenty of corn, having shifted my tasks to prioritize that.
As I've mentioned before, my Cecil tasks reset at 9, which is usually good. Last night, though, I wasn't able to play till 10:30, so I started the two-hour task then stayed up till 12:30 for the next one. That one turned out to be only one hour, so if I'd started earlier, I could have conceivably started a third before bed. As it was, I had to start the four-hour one at 7 a.m. then I just started the last, for six hours. That should theoretically give me four hours to spare, but I'm carpooling with someone starting AT 5 O'CLOCK. Unless he's late picking me up, I might have to sneak a quick tap on my phone along the way.
