You speak for "many gamers" yet you're the sole voice amongst these gamers claiming to suffer from a drought. 
Maybe it's not as common as you think?
I have games unopened, but it's not because I bought them at release and they just sat there. Nor do I only buy old releases. For example, Mass Effect CE is waiting for me after I finish Overlord II and I've recently finished Ghostbusters.
Also I don't know how you can say there's a summer drought when we haven't even got to the Summer of Arcade yet on XBLA.

I'll echo what others have said...got a serious backlog to work my way through. Picked up some cheap PS2 games a while back when I got a PS3, and still have plenty of current generation titles to finish. Must finished Zelda: Twilight Princess one of these years. Just not enough time in the day...

One could argue this thread was only created to present an argument.
And you did. There are not enough new, retail releases that you like.
Does that mean there is nothing new / new-to-you to play? Absolutely not.

I merely offered a simple list of summer titles to check out and lesser known titles. Why do you have a problem with that? The fact that July is barren of major releases is not debatable.

I'm in the backlog camp. I'm neck deep in Fallout 3 right now, and that could keep me busy for the entirety of July...maybe longer. Then I have Dead Space and Valkyria Chronicles to play...not to mention coop Lego Indy for when my son's back from vacation...and my usual rotation of Burnout Paradise, Rock Band and Warhawk.
But even if I were looking for new releases, we've had some terrific games come out this Summer like inFAMOUS, Prototype, Batman, Ghostbusters, Mad World, Red Faction, Punch-Out, The Conduit, Wolverine and the Metroid Prime Trilogy in August.

I'm in a backlog as well. I'm playing RockBand and Fallout 3. When those are done, GH;M and DCU vs. MK are staring me in the face for starters.

...I am going to finish Super Mario Galaxy. A really great game. After I beat that and try out MLB Power Pros 2008 today, I am will go back to my rotation.

It's absurdly good, and I'm not even an RPG guy. People call it Oblivion with guns, but I didn't even like Oblivion. If anything, I'd compare it to Half-Life 2 in terms of setting and story, and the RPG elements like inventory management are never overbearing.
Look at it this way: If you play it for 5 hours (enough time to get out of the vault and wander around a bit) and aren't completely engrossed, just sell it and maybe pick up the GOTY edition somewhere down the road when you have more time.

If you like Half-Life or Resident Evil, I'd play Fallout first. It's also smaller and probably more accessible with less inventory/magic management.

That's a ringing endorsement because I'm not either. I think I will grab it next. I need to finish off Assassin's Creed, COD:WaW and maybe a bit more of Pure first, since I'm about 50% done with all three.

It's gotten really bad reviews from pretty much everyone.

I gave up on Assassin's Creed. I loved the premise but was frustrated by the mechanics. Pure is terrific, but I'm happy to play it in bite-sized chunks...will just play a few hours on a whim every now and then.

Corvin, I was the same way when I started playing Fallout 3. I only put it in the XBox because I didn't have anything else to play and my roommate left it out.
Ended up being my favorite game of last year (and one of my favorite games of all time).
The only other RPG I've played in my life was Final Fantasy Legends 3 on the Gameboy when I was a kid.
