Legality of "GBA Multicarts"?

I was searching for a GBA game on eBay and came across the "multicart"... a 512 MB cartridge with more than one game on them. They had a 142 in 1 cart, a 22 in 1 and some were Mario themed, some were racing themed.

After Googling the term "GameBoy multicart" I've found that they are for sale in Europe and Malaysia (no suprise there)...

... but my question is: are these legal in the US?

I know in the US we have 2 in1 or even 3 in 1 games and those I can believe.

I think it borderlines on piracy and I do not plan on ever purchasing one of the "sets", I'm just curious why its being allowed on eBay or are these things legit?

Note to Mod, if you need to close this thread, go ahead. I'm not trying to do anything malicious.

Yes, these aren't licensed, and therefore bootlegs. E-Bay is really bad about policing the listing, look at all the bootleg DVDs that are sold. It's sad really.
