I agree, Batman Returns for SNES is great. It's certainly not the most innovative game, but it took the basic gameplay of Final Fight and improved upon it. The driving levels weren't bad, either.

The original Batman game on NES was good too, although it seemed too hard for me (at least at the time, I haven't played it in 10+ years). The Lynx version of Batman Returns was pretty cool too.

I agree though. Despero, Superman, Darkseid, and Wonder Woman far outpower Batman and Green Arrow. The Flash, Cheetah, and Aquaman don't really fit in either. People like Green Lantern, Captain Marvel, Orion, etc. would have been more fitting.
If you're talking about the battle in DKR, then that doesn't really count. I mean, c'mon, they double teamed him, Supes was holding back, and they used synthetic Kryptonite.

Green Lantern would have been neat to see. There was a SNES game planned with the Kyle Raynor GL but it was canned - there's a ROM of it floating around. It's a pretty dull game.
