I second GTA3 and GTA:VC. Nothing beats these games in terms of sheer amount of crap you can do without advancing the "plot" a smidgen.
Also puzzle games are pretty good if they are the never-ending kind like Puzzle Fighter or Intelligent Qube. Puzzle Fighter in particular was a massive time suck for me and my buds.

I like RPGs and they seem to give me the most "bang for buck". Can't go wrong with 50+ hours of gametime, so that includes Final Fantasy, Dragon Warrior, Suikoden, Skies of Arcadia, Xenosaga. They might not have replay value found in party games, but they have tons of value.
The other games that offer a bit more are ones with multiplayer like Super Smash Bros. Melee and Super Monkey Ball 2, and MARIO KART, those good party games that never get old
. And pretty much any Nintendo first party title i.e. Metroid PRIME.

Half-Life is great "Bang for the Buck" you get a decent game plus access to fantastic free mods like Counter-Strike, TFC and DoD.
Civ games also get a vote from me. Tons of replayability.
I have to put in another shout-out for the XBOX game ENCLAVE . It's a great game (best models and textures I've seen so far) for only $19.99.
You get a full game with over 14 levels (+9 bonus challenges) and 6 characters in the Light Campaign. And when you finish that you can play through the Dark Campaign with 13 new levels (+bonuses) and even more characters. This game will keep you busy for a long time.

Overall, PC games still offers better "bang for the buck" values for your gaming dollars than console games.

Yeah, the market is definitely different for console games and computer games. I still play Starcraft, and I know a lot of other people who do too, and that game came out a long, long time ago. Of course, I haven't bought a computer game in years other than Warcraft III, and my computer barely runs that.
