It's been a long time since I've played, so bear with me.... On the second island, near the church in the empty lot (where you boost one of the exotic cars), take a big car (e.g. ambulance) and you can jump from its roof to the wall. Hop over it and you'll see a sign on the other side that says something like "You're not supposed to be here...."

the computer monitors are on the 2nd island, in the cyber cafe...you can break the glass to get inside (also a unique jump in there).
As for that sign "You're not supposed to be here", thats next on my list of things to find
