My 3 favorite are:

1. Homicide Life on the Streets
2. NYPD Blue (it was great in the Caruso years)
3. Law and Order SVU

I love Law and Order, but since about 60% of it is dedicated to the lawyer side of things, I don't count it as a cop show.

So rewatchability is not going to be an issue, which is a shame because it was a great show. Overall it beat NYPD Blue in my book but Hill Street gets some kudos for being the first of the breed!

And why has no-one mentioned the original Columbo episodes? You don't even have to worry about whodunnit because the murderer was always revealed at the beginning.

<small>The writers of the New Columbo shows should be shot, though. Clearly they did not understand the formula or thought they could do better. They were wrong!</small>
