How is it that nobody has mentioned Fran Drescher? I have never seen a single episode of that show she was on, but I can hear that shrewish voice in my head.

Gomer Pyle. More so on Andy Griffith Show than his own show .

Tim Allen.
And, by extension, any character he's ever played.
Something about him just grates on me. He's the reason I've never seem Galaxy Quest.

I was never a fan of Tim Allen or the formulaic Home Improvement either, but you really should give Galaxy Quest a chance. It's a damn good movie.

I don't know the character's name, but Tommy Bradford's friend on Eight is Enough. He always called Tommy "Bradford" and was just an annoying shit.
Jerry van Dyke on anything.

I really liked Joffrey and Negan. Joffrey naming his sword is my favorite non battle scene from GoT.

There's a British comedy, Twenty Twelve, in which the lead character, Ian Fletcher (Hugh Bonneville) is the head of the "Olympics Deliverance Committee" for London's 2012 games. He has to deal with an office full of complete idiots, including Siobhan Sharpe (Jessica Hynes) a "marketing\advertising expert". There is a follow-up series, W1A, in which Fletcher has moved on to become "head of values" at the BBC, and many of the characters from Twenty Twelve have followed him to the BBC, including Sharpe.
It never fails that I wanna punch Siobhan Sharpe square in the face at least four times an episode. I get that she's supposed to be a shallow, annoying, "edgy" marketing type... but man, does she play that role well:

"Yeah, I was thinking, right, instead of having, like, the Queen open the Olympics, 'cos she's old and boring, yeah?, we'd, like, have David Beckham come riding into the arena on a motorcycle, yeah? And, like, instead of raising the flag, yeah, we'd have Oasis come out and stomp on a Union flag instead while, like, playing 'Wonderwall', yeah?:

Absolutely disagree. Lisa Simpson is my favorite fictional character of all time. Yes, I'm serious.
I loathe Annie on Little Einsteins. I swear, the whole show is actually Leo, Quincy, and June trying to save Annie from her own twisted mind, Inception-style. This is the sort of answer you get from the parent of a preschooler, by the way.

I don’t find Lisa annoying but I tend to think the episodes focused only on her are really hit and miss. She can be very endearing and have great episodes though too so I think it’s more down to how she’s written.

Spoiler:
My vote goes to everyone but Dale on King of the Hill. It was an entire show filled with nothing but incredibly annoying characters. I was never able to enjoy a single episode cause I hated every one of them.
Dale was annoying too but at least he was somewhat likable for his goofy conspiracy theories.

Wow I can’t disagree more about King of the Hill. I think it’s one of the most underrated shows of all time though.

I actually didn’t mind Tim Allen’s recent sitcom Last Man Standing. Fairly by the books but it was sorta funny. I don’t think Home Improvement has aged the best personally. I like some of his movies though too.

Carrie quivering lip on Homeland is UBER annoying yet I watch anyway. Definitely the most overrated acting in TV history,

Chloe Lewis (er):
Just dragged the show down every time she was on. Even with the most annoying characters usually they'll have a bright spot or moment of redemption, but nope. Not a single minute of screen time was ever worth it when she was on. That's quite a feat considering the show ran for 14 years and had a ton of cast members over that time.

Penny Jeralds' character in the first season as well.

I was going to say him as well .. more specifically his Home Improvement character. Guy can't solve a family problem without always going to his neighbor

Got caught up on Walking Dead last night... in addition to Negan how could I forget Eugene?
How they've managed to keep him alive while killing off good characters boggles the mind.

Black Siren (Katie Cassidy) from the CW's Arrowverse
and if you still watch H50 on CBS, how can you not include this guy?
Jerry (Jorge Garcia), the useless sidekick on Hawaii Five-O

Re: Most annoying characters in tv history?
I loved Garcia on Lost (how could you not?) but in the limited time I saw him on H50 (I dumped the show awhile back, not too long after he showed up) his character was useless. I'm amazed he's still on there.

-Alex Danvers on Sueprgirl: She isn't even a character anymore as much as a walking, talking after school special about the LBTQ community.
-Cody on Step by Step: Used to love him when I was a kid, but after watching Hulu don't find him funny at all.
Jesse Spano: All her environmental rants really get old now.
Whoever that guy on Parks and Rec was who did nothing more than yell really really loudly.

Yeah, I don't like Tim Allen either, and Home Improvement was a really shitty show, but Galaxy Quest is a great film.
