Question:
Why would having powers suddenly (arbitrarily?) make Caitlin evil?
If it's having a super power, then why isn't every powered person evil?

It sounds a bit "Star Warzy" in that her deep fear of becoming KF is actually what fuels the change and unleashes this Evil alter ego when the amulet isn't present.. So though KF is aware of the nice Caitlin it clearly takes over and wants to dominate.

...seeing her evil counterpart in the flesh changed Caitlin, who constantly lived in fear of turning into Killer Frost as well. However, exactly this fear led to her slowly turning into Killer Frost. Although she obtained an amulet which contained her meta-human powers, the amulet was taken from her neck in order to unleash her regenerative powers when she almost died. This, in turn, fully unleashed her inner villain, turning her into the second version of Killer Frost and unleashing her onto Central City.

It's not that much of a stretch to believe the part of her brain that gives her control over her powers affects her judgment. Her neural system changes when it's exposed to her own powers.

That is unique to Killer Frost on the show, though it's not an unheard of trope in superhero comics.

But I've often thought about this too- why is Barry (and now Cisco) unique to the metas that exist on Earth-1? I guess Wally doesn't qualify because his powers were given by Dr Alchemy (Savitar). Maybe it has something to do with the particle accelerator? In the Arrowverse there are magic powered heroes, but we know there are other good heroes with powers (JSA) who might or might not be metas- who didn't get their powers from the particle accelerator. If the JSA exists then there quite possibly be other humans on Earth-1 who didn't get their powers from the accelerator.

I just noticed this week the height difference between Jesse Martin (6'1") and Danielle Nicholet, who plays his girlfriend Cecile (5'). When they were doing a dramatic scene in his house, he stepped down into the living room so that he would be at eye level with her on the foyer.

As soon as Diggle realizes that they locked him up without a lawyer, trial, or justice.
As for Killer Frost....if they are going to keep Caitlin on the show I hope they leave her frost powers but have her in control of them.
Really, for me the Caitlin character has been floundering without a purpose since she stopped being Barry's confidant. Having her frost powers would at least give her something to do, and she wouldn't be another speedster.

They've already announced that an evil speedster won't be the Big Bad next season. It has been a common complaint.

I wonder what contortions they will go through to make anybody a challenge for Barry. He should be able to take anybody out before they can react, including Killer Frost.

Just a couple episodes ago when Barry went to the future and he just casually walks up to Mirror Master and Top and fucking talks to them? All he had to to is run up to them and bop them on the head as he runs by in a fraction of a second. It's really silly how they arbitrarily make him forget what he's capable of.

He also toyed with Frozone (Frost) for far too long before taking her out. The issue wouldn't be so bad if it wasn't so random. On one episode he'll quickly and effort dispatch those that are not worthy quickly and effortlessly. And then in another episode he's getting spun and bested by the Top of all people.

Cisco seems kinda gimped in the 'creative use of his powers' department as well. I'm wondering why he doesn't pull a Portal on an enemy and just put one under someone's feet and another above their head. Endless falling loop.
Also he should have placed one in front of Frost as she was blasting her ice and put the exit one behind her. Boom, taking her out with her own blast.

They should have never turned Cisco into someone with major powers beyond dimension hopping.
