This seems like a really strange move ... Until you consider HBO Go. New generations are being exposed to "children's TV" in a manner much different than you and I were. Kids no longer need to run right home from school to catch the next episode of their favorite educational (or not-so-educational) program. The new generations have not developed the same habits we had as young children: habits such as the Pavlovian reaction of "lunch, Elmo, nap."

Just as tablets and streaming have changed the way adults view TV, they are changing the way children are exposed to television. Where an adult may have dropped $15 on a 45 minute DVD for a kid's birthday, now they will give a gift subscription to an unlimited streaming service (such as, I don't know ... maybe HBO Go?). Mom and dad will be happy to hand over the iPad or Kindle at any given moment so the new-age digital babysitter can do its job.

The show made its HBO debut yesterday (Jan 16).

Oscar the Grouch’s trash can is now joined by a recycling bin, Big Bird has a brand new nest, Abby Cadabby has a new community garden and Elmo has moved into a brownstone.
The HBO episodes will air on PBS after a nine-month window.

This is a good point. HBO Go/Now now has 5 seasons of Sesame Street, plus select episodes from the past 40 years:

It looks like they added a parental lock to the apps so they can be restricted to only the kids shows, similar to the kids profile in Netflix.

One thing to note is this move provides a revenue boost the Children's Workshop, while also freeing up money for PBS, since PBS now gets the show for free:

The deal doesn’t mean “Sesame Street” has abandoned its PBS roots. The new episodes will be available to PBS and its member stations, free of charge, after a nine-month delay....

Previously, PBS provided less than 10 percent of the funding for the show. Licensing revenue like DVD sales used to cover the rest of the cost, but that income has been shrinking with the advent of streaming and on-demand viewing.
Sesame Street used to have it's own streaming service, Sesame Street Go, but that's been discontinued, with the associated app going free and providing some free limited content:

Moving to HBO Max, which will be it's exclusive home for the next 5 years.

The entire library will be available on HBO Max.
