Although, as I recall the Raysh pronunciation was not Timm's choice but rather the official pronunciation at DC. I remember reading that Nolan used the Rahz pronunciation as a homage to how Denny O'Neil originally pronounced the name. Though I've never found any confirmation of that.

Are they using Phila as a stand in for whatever city this show takes place in?
I've seen several flyover shots of downtown Philly just before they cut to the mansion and some other locations.

No, they shoot the show in Vancouver BC.

I looked it up on IMDB and that mentions Vancouver and Boston.

I have seen several aerial shots of Phila and at least one of Boston so it looks like it is just a
random selection of aerials.

That is how most shows fake cities. It wouldn't surprise me if they took aerial footage of one city and photoshopped some others into the video.

The Phila footage is all Philly center city with no other city footage mixed in.
I saw 3 different city aerial shots in one ep.
Philly, Boston and Probably Vancouver.
