It is if you are unfamiliar with the comic books, which is going to be most of the mainstream audience.
There's also a feature on the Thor: The Dark World blu-ray that spoils the identity of the Winter Soldier, so they're really not making any effort to keep it a secret.
Maybe they think that since a certain actor is credited in the movie that people will figure it out; though a lot of people may not remember that character or who played him.

I remember reading in some interview with somebody that you'll know who it is at the start of the movie, and it's a mystery to Captain 'Murica
